The Management of Health & Safety at Work Regulations 1999, Regulation 7 states that every employer should appoint one or more competent persons to assist in managing risk. These persons shall be regarded as competent where they have sufficient training, experience or knowledge and other qualities to properly assist the employer. This competent person(s) can be an employee or an external consultant.
